A Tractor Registration Certification (Tractor RC) is one of the most important documents that allows you to drive your tractor on the road legally. It can be obtained within a few days after the purchase. You can obtain a tractor registration certificate by applying online, visiting the RTO, or contacting an authorized agent. An RC has many benefits, which include easy insurance claims for damage caused during an accident. It also helps drive the tractor freely on the road as per Indian traffic laws. Let’s discuss all the details of a tractor RC, such as why RC is important, how to get it, how to apply for a duplicate RC, etc. 

What is a Tractor Registration Certificate (RC)? 

A tractor registration certificate is an official document that provides proof of a tractor’s registration under Indian government rules. It contains various details, including owner details, brand and model name, hypothecation, fuel type, chassis number, engine number, cubic capacity, and many other details. Overall, it is a document that ensures all data is in line with Indian government regulations.

Why is a Tractor Registration Certificate Important? 

According to the Motor Vehicles Act of 1988, it is essential for a tractor to be registered in accordance with government regulations to enable it to drive freely on public roads. Obtaining a tractor RC will provide you with the following benefits: 

  • It provides legal authorization and protects the owners from legal issues. 
  • It provides proof of ownership and ensures that the tractor is legally owned by one person. 
  • It helps with insurance claims and other benefits. 
  • It helps get the tractor on loan.  
  • A valid registration certificate helps with the easy resale of the tractor. 
  • It acts as proof of identity & address for the owner.

How to Check and Use RC Online?

The amended motor vehicle rules recently allowed the digital verification of an RC and other documents. You can check your tractor registration certification online through MParivahan app. You can also use your tractor RC online using the Digilocker app, on your smartphone. You need to download MParivahan app or Digilocker app on your smartphone and download the digital copy of your tractor RC through your registered mobile number by providing a few details. 

As per the official motor vehicle rule, if an RC provided by the tractor owner is found validated through electronic means by the transport department or police officials, then they won’t be asked for a physical RC even in offence cases which require seizure of any document.

How do you get a Registration Certificate for a New Tractor? 

If you are purchasing a new tractor, then obtaining an RC for it is quite simple. The dealer will assist you in applying for the RC, and you will receive it within 45 days of purchasing the tractor. You may apply for the RC directly at the RTO office; however, in the current scenario, the entire procedure is handled by the dealer only. If you are unable to receive your RC within 45 days, you can contact the dealer directly regarding the issue.

The following documents are required for the registration of a new tractor:

What is the RC transfer procedure of a tractor? 

A tractor registration certificate is transferred in three cases: when the tractor is sold normally, when the tractor owner dies, and when a tractor is purchased in a public auction. In all three cases, the previous owner’s name is replaced by the new owner/purchaser of the tractor. The procedure can be done through both offline and online modes: 

Offline Mode 

  • It is the traditional process of transferring tractor ownership in resale cases and when a tractor is purchased in a public auction. It is done by visiting the RTO and includes the following steps:
  • The seller has to get a No Objection Certificate (NOC) from the RTO where the tractor was registered. This document ensures that there are no legal problems or pending dues related to the tractor.
  • The seller has to make a sale agreement with the purchaser, which includes several details, such as tractor’s make, model, registration number and the agreed-upon price. This agreement should be signed by both parties and should be notarized.
  • The seller has to get Form 29 (Notice for Transfer) and Form 30 (Application for Transfer of Ownership), which can be obtained from the RTO or downloaded from their official portal. They have to complete and sign both forms.
  • After completing both forms, all the documents should be submitted to the RTO, such as the original RC, pollution under control (PUC) certificate, insurance policy, and identity and address proof of both seller and purchaser.
  • A prescribed fee is paid to the RTO for the ownership transfer. Please note that the fee may vary according to the tractor model and its age.
  • The RTO may conduct a physical inspection of the tractor to verify its condition and ensure that the condition matches the details listed in the document.
  • Once all the formalities are finished, the RTO issues a new registration certificate with the purchaser’s name.

Online Method 

The ownership transfer can be done online through the Parivahan Sewa website launched by the Indian government. You can follow the process below for the online transfer of tractor ownership:

  • You need to visit the Parivahan Sewa portal (parivahan.gov.in) and choose your state.
  • Enter the details of the purchaser, seller, and tractor. Upload the essential documents, such as RC, PUC certificate, insurance policy, and identity and address proof of the seller and buyer.
  • Pay the ownership transfer fee online using a credit card, debit card, or net banking.
  • Submit the application and wait for the verification. All your documents and applications will be reviewed by the concerned RTO.
  • If everything goes well, the RTO will approve your application and issue a new registration certificate with the purchaser’s name.

How do you get a Duplicate RC for a Tractor?

A duplication RC for a tractor is issued when the RC is reported to be lost, torn up, used up, or mutilated. If the RC is lost or destroyed, you need to report to the police station in the jurisdiction where the destruction or loss has happened and intimate that fact in writing to the registering authority that has issued the RC. After that, you need to apply for a duplicate RC to the last registering authority in Form 26. Then, pay the required fee mentioned in Rule 81 of the Central Motor Vehicle Rules 1989.

The documents required for applying for a duplicate RC are listed below:

  • Application in Form 26
  • Valid insurance policy*
  • PUC certificate
  • Police certificate
  • Address proof*
  • Challan clearance from the traffic police and enforcement wing Transport Department for commercial vehicles
  • Attested PAN card copy or Form 60 & Form 61 (as applicable)*
  • Tax clearance from the Accounts Department in case of commercial vehicles*
  • Signature identification of owner*
  • Chassis & engine pencil print*
  • Affidavit stating that registration certificate is lost and has not been impounded*

How to Renew a Tractor RC? 

Like other vehicles, a tractor RC needs to be renewed within 60 days of its expiry date for its continuous use. You can apply for RC renewal in Form 25 to the concerned registering authority. You have to make sure there is no pending tax on the vehicle. Pay the required fee as mentioned in Rule 81 of the Central Motor Vehicle Rules 1989. You need to present the following documents for RC renewal: 

  • Application in Form 25 
  • PUC Certificate 
  • Fitness certificate* 
  • RC Book* 
  • Insurance policy* 
  • Registration certificate* 
  • Proof of the payment of up-to-date road tax paid* 
  • Chassis & engine pencil print* 
  • PAN card copy or Form 60 & Form 61 (as applicable)* 
  • Signature identification of owner*

Is it Important to get the Implements RTO Registered?

As per the Central Motor Vehicle (Amendment) Rules, 2017, all types of tractor trailers and semi-trailers should be registered independently. The owner or registering party can also request the registering authority to register the trailer and semi-trailer jointly with the compatible tractor as a single vehicle. The other farm implements do not require RTO registration to be used on the farm.
